An 8bit ISA card to be precise, with nothing much to go on.

It looks like it only works via digital data streams over the connectors at the bracket. ISA is only for controlling the processors and not for feeding or receiving the data streams.

According to the third page, it can do stuff host-wise, like recording, playback and mpeg/pcm file encoding/decoding.

Any clues as to what the 40pin IDE port could be used for, based on connections to the dsp and other chips?

I guess it isn't impossible but doing it over 8bit ISA needs all the CPU time if there's any HDD involved too. This card doesn't have the DMA signals connected.
The docs may refer to host as stuff around the DSP, which doesn't necessarily include the ISA bus, but whatever connects to the ports or that 40pin header... but I am just guessing here (in an educated manner) and not actually knowing.
