I've had a couple of installs freeze on me when trying to install legacy Window games in Windows 10 (MiG Alley & Joint Strike Fighter)
Joint Strike Fighter uses InstallShield v5, and it wasn't able to start the installer. Unfortunately MiG Alley didn't show any details in it's setup.exe, so I'm not sure of the version, the installer started but froze midway through. In both cases the an analysis of the process wait chains in Task manager, showed both setups were waiting on a logitechg_discord.exe process.
Killing off this process caused the setups to continue.
The better solution is to disable the discord applet in the Logitech Gaming Software:

I don't actually have a Logitech keyboard just a G502 mouse but for some reason this seems to be enabled by default.
So something to be aware and try if a particular setup.exe acts weirdly.
