Unable to run phil's "ms dos starter pack" because of lacking DOS folder in windows 98

Hi all I tried to install phil's computer lab starter pack autoexec config, but at some point at the boot menu. where you choose EMS + cdrom etc it complains it cannot find C:\DOS\HIMEM.SYS and other stuff that are supposed to be on c:\dos, and then goes straight to win 98, but i don't have the DOS folder on c; in win98 and never had it before so that's why it's throwing this error ?
on my real rig win w98 and pentium 3, it works, even if it cannot find the c:\dos folder.

any help?

I think that's because the starter pack is designed for only ms dos systems.Why don't you try Phil's Ms-Dos mode easy pack for windows?

edit the line in the config.sys/autoexec
iirc c:\windows\himem.sys will work.
but it may be in c:\windows\system
