I can't for the life of me remember the name of this game and I believe I only ever had a demo copy shipped with a computer magazine but it was a lot of fun and I would like to find it again to play now.

From what I remember it was a top down strategy game set in the future, you had a home base that could generate mechs that would then go around the playing field attacking the opposing teams mechs and collecting something that was then used to generate more mechs. I strongly remember it being something like red vs blue team but aside from the time period being 1999-2005 and it maybe being a demo from a UK PC magazine cover disk I don't know much else other than it's something I have been thinking about on and off for the past decade.

Any help appreciated.

No, although having spent this morning trawling through all 274 pages of strategy games on Abandonware I think it might have been http://www.machinesthegame.co.uk/

I don't suppose it was Spaceward Ho!, which is mostly a Mac game though there is a Windows port. Top down map, you mine planets for metal, build ships, conquer galaxy...

Metal Fatigue was my thought. (fun fact: it's the last PowerVR SGL game to release)

'State of War' fits that description.
