I've been playing around with PC v17 (latest version available on the official project website) recently and unlike 86Box, I can't on Windows 98 SE (PII 450, Voodoo 3 Machine) set the refresh rate using PS2Rate.

After setting a default PS2 mouse in the configuration, ps2rate does not detect the presence of such a mouse in the system. Trying to force a refresh rate change will result in malfunctioning of the mouse, the cursor then moves around the screen in random directions and randomly presses the buttons, making it totally unusable. Inteli Mouse PS/2, on the other hand, is also not detected by PS2Rate, but forcing a refresh does not result in such problems, the mouse continues to work but without changing the refresh rate. I have tried various Windows mouse drivers found on the web, including those for Inteli Mouse, and cannot find the cause.

Do you know any way, trick to change the refresh rate to something other than the default one in the PCem?

The way out of the situation is to use 86Box however there my 7700x reaches 100% with PII300 and sometimes PII266 depending on the game (Unreal, Rune). PCem, on the other hand, has no problems with PII450, so I would prefer to use PCem.
