for starters, that looks like a multi io card, with parallel & game connectors on the pcb and 2 IDC headers for the serial ports.

Also, it's hard to identify the jumpers on the photos, could you post a photo of the card from straight above it, not at an angle. Thanks.

jp14-19 are all interrupt selection for one device, irq 3, 4, 5, 6, 7 (just guessing, serial port 1)
It's not the whole 5 by 6 block, it's just 6 by 2 block
jp8-13 are all interrupt selection for another device, , irq 3, 4, 5, 6, 7 (just guessing, serial port 2)

the 6 by 1 block between those two might be for another device, though the tracelayout leaves that to guesswork.

Usually COM port 1 uses IRQ4 and COM port 2 uses IRQ3 while LPT port uses IRQ5 or IRQ7. If there is no need for parallel and game port maybe it's good idea disabling them to avoid conflict with the sound card.

Thanks! I have the first serial port enabled. Had the ribbon db9 plug. Disabled all the other ports. PC is detecting the one serial port enabled now. I don't think my only serial mouse is working though. Cutemouse detects it, but cursor doesn't move. Logitech driver doesn't detect it at all, and it's a Logitech mouse. Will have to tinker a bit more I think.

Be careful with the word "detect". While most kind of mice can indeed be detected, one quite common kind of PC mice does not support detection and is just "assumed" to be present if no other kind of mouse can be detected on the port. The undetectable kind of mouse is called "mouse systems mouse". While this protocol is used by a lot of no name mice, it is also used by classic Genius mice in 3-button mode. Actually, all of those switchable 2-button/3-button mice are "Microsoft" compatible in 2-button mode and "Mouse Systems" compatible in 3-button mode.

If your Logitech mouse is detected as mouse systems mouse, it is not detected at all. In that case, a likely suspect is that you use the wrong kind of 9-pin breakout cable. Alas, there are two incompatible types. A simple check for the kind of break-out cable is to test continuity from pin 5 in the serial port to GND on the ISA slot (contacts B1 and B31, i.e. the first and last one on the back side of the card).
