Hello, I bought a Asrock 4CoreDual-Sata2 board today and have not been able to get it posting.
The board itself is not in good physical condition. 2 of the RAM clips were broken, and many internal connector pins were bent.
In addition, the BIOS Socket was extremely dirty, maybe some corrosion (?)

The problem
- When attempting to power the system, the fans spin but there is no image on the screen
- The processor area becomes warm when attempting start up
- There is USB Power
- No beep codes, just a small crackle from the speaker.

What I have tried:
- Different CPUs -> Pentium D (920,945,950*2), Q6600, Pentium E2200
- Different GPUs (separately tested) -> Geforce 4 ti4200, Geforce 2 MX, Geforce 210 (for pcie)
- Different RAM (separately tested) -> DDR 1G (1 stick), DDR2 256M , DDR2 2G (1 stick)

I have included some images of the board if it helps.
Any suggestion is welcome. I can take measurements w/ a multi-meter if needed.

It's hard to determine much from the info you gave us, other than that something causes trouble very early in the boot sequence. Could be almost anything. A few sharp high res pics of that board, including the PLCC32 socket with the BIOS chip pulled and the chip itself where the connections are clearly visible, would certainly help.

Bad connection in the BIOS socket is a plausible candidate, would have gone over the connections with a fiberglass brush if I suspected corrosion.

In the first pic it looks like only the solder mask has been scuffed, but again a higher res pic would help. I usually clean up scratches like that with a little bit of chrome polish, makes it easier to see the condition of the copper traces below.
