Why is one .PNG file download when .PNG files are usually view?

With my post Re: Windows NT on Motorola Powerstack II one .png is offered as a download and another as a view.

file.php?id=224755

I expected them both to be view, what is happening please? What can I do to make it view?

I noted your image is (8.79 KiB Downloads No downloads) and wonder if it's down to the small size
