After several months of collecting, testing, and organizing software for Windows 3.11, I've finally finished this project (but you can always find new treasures).
Below is the full curated list of tested applications, categorized by functionality.
(I used Virtualbox 7 with Windows 3.11 WfW for testing.)

Games aren't in the list, I made a different one just for Games.
Some additional quality of life improvements/ideas:
- Make boot menu in Dos (Windows, DOS for Games, etc.)
- Folder organization (Apps16, Apps32 (32 bit runs with Win32s), Games, Media, etc.)
- Program Manager groups reorganized (System & Utils, Productivity/Office, Internet & Networking, Developing etc)
- Collected apps in one ISO file with some basic categorized menu - Easy application installing

I wouldn't call it Ultimate, more like bloated, eg you wouldn't want multiple (if any) antivirus programs installed at once.
Probably safe to say most people wouldn't want to bog down their install with most of these programs.

The list itself isn't a bad list, It's just more of a "final versions supported by Windows 3.11" then a recommended install list though
and I many fond memories of some of those programs

You basically don't mention any of the updates Win 3.11 got:

I was about to create a "Service Pack" for Windows 3.11 and was looking for recommendations for some kind of text UI tool that supports checkboxes so you could check which updates you want to install/uninstall. But the MOD decided that this is a bad idea and is not tolerated in this forum. 🙁

I also thought it was missing updates but is included here, even though personally I prefer updating manually myself.
