Is there something that works like dgVoodoo does only it allows games to load that cannot be played in 64 bit Windows versions?

I know there's programs that can do it, but I'm talking about something where you run a configuration program inside the game folder, adjust a few settings then copy a file or several to the game folder and the game just works without having to load a separate program.
