My computer specs are:
Motherboard: P4P800-vm
GPU: agp geforce fx 5500 256mb
CPU: 2.60 ghz p4 northwood

After I clean install win98se, I ignored all the auto driver detections of default windows and I installed the chipset drivers 6.3.0.1007 and then I installed dx 8.1 and then I tried to install nvidia 45.23 driver. but the nvidia installer says it can not detect a suitable graphics adapter and ends the installation.

there are still no display adapters in my device manager.

I also attached the advanced settings of my bios.

Where do I make the mistake?

45.23 is best performance driver for Win98, but FX5500 officially not supported.

Solution #1 - force using FX5200 driver
1. Run Driver Setup (45.23.exe), then exit after extracting files.
2. Open Device Manager → Display adapters → Standard PCI Graphics Adapter (VGA) → Driver → Update Driver → Display a list of all the drivers… → Have Disk… → Open: C:\NVIDIA\Win9x-ME\45.23\nvaml.inf → Select Device: pick FX5200 → Update Driver Warning: Yes → Finish → Restart

Solution #2 - edit NVAGP.inf file

I managed to do what you told me and installed the driver. But haven't tested it on a game yet. Hope it plays well (it used to run half-life poorly)

I don't know why but my computer died after a while. It doesn't boot. no beep. whatsoever. I can't even see the bios screen.

I have the same motherboard and graphics card, I can help with troubleshooting.

Are the fans spinning?
- If not, the PSU is probably dead - try replacing it.
- If yes, the FX5500 card is probably dead - try switching to integrated graphics by removing AGP card and resetting BIOS.
FX5500 is a slightly overclocked FX5200, in my case one of my FX5500 died due to overheating (gpu fan stopped spinning).

If even the iGPU (Intel Extreme Graphics 2) does not work, then the P4P800-VM motherboard may be faulty.
I have a problem with this board - sometimes error message (Chassis intruded ! Fatal Error... System Halted) appears and prevents loading OS or even accessing BIOS Settings. It's a well-known problem with all ASUS boards on this era. This can be fixed by desoldering some SMD.

the internal gpu is also not working. Sometimes it shows the brand name of the gpu just at the start of the power on, before switching to bios, and before the bios shows up, the computer freezes.
