I was wondering if there are any video cards for DOS/Windows which support HDMI output for use with modern displays but using the ISA bus interface?

I know I could use a VGA to HDMI external dongle.

There is the Graphics Gremlin HD, a modern FPGA-based CGA+MDA card.
It is based on the original Graphics Gremlin, but swaps the DE9 socket for an HDMI socket with appropriate logic.
