Looks like Nvidia on Windows 11 forces ON Vsync for OpenGL apps. Would there be a way to disable it?

I thought this has become a norm because of DWM and other such, until I tried a RDNA3.5 GPU and here clearly Vsync is turned OFF.

Their drivers had this behavior (VSync ON if app doesn't do anything to change it) for long time I think, though can't say if it was different for GPUs before Maxwell. Because the only other I had was GeForce4 MX 440, PC with that one is long gone and I don't know what was the behavior then.

Shouldn't this still be changeable through NVIDIA Control Panel or at very least NVIDIA Profile Inspector?
