Without knowing the exact model, there’s not much I can say. But as far as I know, those Fujitsu tablets used Windows XP Tablet PC Edition. They are far too modern for Windows 9x, if I’m not mistaken. I have a convertible netbook running that version of Windows. The main difference lies in all the features related to tablet functionality.

Fujitsu Singapore still has drivers for those old tablets.

These Stylistics are XP-only, no drivers for 98. For that, you'd need an older model, like the 3100 series.

In that case would the universal USB 2.0 drivers work for keyboard/mouse?

The USB keyboard should work straight away to access the BIOS. And it shouldn’t require any specific drivers unless it’s a keyboard with special functions. You may need to enable legacy USB support in the BIOS, but back in the Pentium 3 era, I don’t think USB 2.0 was available unless those tablets were manufactured later on.

Now that you have the full model number, you can look up the full specifications. The problem, in my opinion, is likely to be the graphics and sound drivers. If you provide the exact model number or the full specifications, someone might be able to help you find the drivers for Windows 98 if you can’t find them yourself.
One thing, you might have fewer driver issues with Windows Me. For example, if my memory serves me correctly, it already supports USB sticks without needing any extra software, and, above all, WDM support is more mature.
Unless you need MS-DOS, which in Windows Me requires a bit of work. But it’s not that difficult, I think, I’ve never done it myself.

Graphics and sound drivers did exist for 98, luckily. The graphics chip is an Intel 830M (integrated), and the sound driver is an AC97. And the good thing is that Windows 98 Quickinstall already comes with the USB drivers.

Oh, that's pretty nice, I always assumed these devices were too new for Windows 98. But I assume the touchscreen won't work?

Touchscreen drivers for DOS and Windows 3.x definitely exist - I recently picked up an old industrial PC with an early Pentium and an LCD screen (looks more DSTN than TFT) that turns out to have a touchscreen.The first few times I turned it on, it booted off the old HDD and had working drivers, but it died on me before I was able to backup them up :'(

That's not to say they were standardized, but there definitely existed drivers that reported touchscreen input to the system as if it had been a mouse.
