I'm doing this on a HP NetServer with 2x Pentium Pro
I'm using ZuluSCSI to emulate both the hard disk and CD-ROM. Could that be a problem?
The disk is slightly over 2 GiB and formatted as FAT16

Everything goes fine until the 1st boot, during which setup fails. I noticed there's no disk activity for 10s before the message shows. Could that be a clue.

Ah, I got past the error after upgrading the ZuluSCSI firmware to the latest, then reinstalling WinNT4. The previous version was probably from 1 year ago
