If you're talking about DOS-Only titles, Win95B or higher will give you FAT32 support so you can have a good-sized partition without wasting tons of space.
If you're including Windows titles, I would say either version of Win98.
Word-of-Warning: A lot of soundcards lose their DosBox support in Win98 due to the usage of "WDM" drivers instead of "VXD" type drivers.
In other words: if you have a choice between VXD and WDM drivers for Win98, you should choose VXD for maximum DOS game compatibility (choose WDM for performance and stability).
