It looks like you can run CP/M programs in DOSBox without having to load the OS.

Download 22NICE from here:

http://www.cpm.z80.de/share.html

Read the instructions to convert your old .COM file to the new one for 22NICE.

Run the new .COM file for the program.

I've only tested this with ZORK 1 so far.
