How do i Know if another program is blocking the I/O line so that the emulation wont work?

(I have a problem with Red Alert, when i try to configure the sound it just wont work, I dont hear any sound, so I figured it must have got to do with the problem I read about in the readme)

"Blocking the I/O line"? You mean allowing direct hardware access?

Please tell me this is the DOS version that you are running with VDMSound...

BTW, have you tried the Windows version?
