According to http://4dos.zzl.org/, it looks that 4DOS is free; since this is vastly superior to COMMAND.COM, shouldn't this be considered to be included within DOSBox?

It won't be included.
4DOS has nothing to do with games.

This inspired an interesting thought, a dosbox distribution. Next time there's another 4DOS guy, can suggest they start a distro. I know I wouldn't mind seeing a pre collected set of free DOS utils and games.
As long as they have permission to redistribute the programs, just because it's free to download doesn't mean it's free to redistribute.
I think Qbix mentioned a long time ago that when he got a website other than sourceforge he would put up utlities, HD images, links and the like. He's probably been too busy though.
Wouldn't want 4DOS used by default because DOSBox's command.com equivalent takes up practically zero memory. 4DOS does a good job of loading itself into HMA/UMB/whatever, but it still doesn't quite compare.
