Just needs commenting out/deleting, but non-coders trying to compile CVS will be left scratching their heads.

That sounds logical. It's an intentionally introduced error message to show that the CVS checkout is no longer current and people using it have an out of date version. Do a checkout from SVN and compile that instead.
