I have an old 3.5" disk that is labeled Graphics. On it are 2 files. The extensions on them are PNM and POG. I Vaguely recall that these were made with a black and white image program, sort of like a primitive paint.

Google hasn't pointed to anything that looks useful.
Do you know of any programs that I might have used in the late 80s which would have created them.

Not psychic but experienced with old systems. I think I had a Tandy 1000 when these files were created. Any suggestions on what program was around at the time? Or a link to something more current? The first result in Google is this topic, and other links deal with "building, executing and managing workflows" whatever that means.
