Could DOSBox ever be Dreamcast compatible, and if not why not.

It would be probably possible, but only for simpler games. Dreamcast has 200 Mhz processor, 16 MB RAM. I do not know whether SDL port exist (but probably, yes). Keyboard is probably available as well.
I guess you could expect just PC XT games to work there. Certainly not any protected mode games.
Additional problem is that Dreamcast has no future. Its production was stopped quite some time ago, so any such port would be usable just by limited group of people.
Now it would need volunteer to make the port ... Sources are freely available so any Dreamcast fan can try.
