Copy the command.com to the folder you mount as c. Of course the problem could very well be that it is a downloaded game. No one knows what stuff pirates messed up.
Also try to add -t flOppy to your mount a. Make sure you mount the fOlder with the installer as a and not the folder containing this folder.
command.com is located on Z:\
is that in your path ?
maybe copy the file as Dominus suggested to C and A if the game doesn't use the normal ways of accessing it.

It looks like install.exe call command.com -c from within. And COMSPEC variable don't used.
The solution is - copy command.com to the root of your virtual c: drive.
