EDIT: Okay, I'm almost there. But when I try to run the start file it says that "This program must be run under Win32" and "This program requires Microsoft Windows". What?

I'm completely new to this DOSBox thing so bear with me.
I downloaded DOSBox successfully, and I'm trying to run Where In The World Is Carmen Sandiego Deluxe edition from a cd.
The directions I've found on how to do this say to enter this in:
mount d D:\ -t cdrom
mount d D:\ -t cdrom -usecd 0
mount d D:\ -t cdrom -usecd 0 -ioctl

I can get the first part to work successfully, but when I try to enter in the second part I get
MSCDEX: Failure: Drive-letters of multiple CDRom-drives have to be continuous

Please help! I have no idea what that means and I haven't found anything helpful searching on the forum or other places. I have a feeling it's something simple to fix it but I can't figure it out.

You just need one and it's most likely only the first.

That:
"This program must be run under Win32" leads to a 32-bit version of Windows, most likely 95 and up.

"This program requires Microsoft Windows" leads to a pre-95 version of Windows, which can be installed to run within DOSBox (3.1 recommended).
