In config,
I have
imgmount a D:\xxx.img -t floppy
But dosbox doesn't recognize it.
Do I have to make a vfd instead?

If it doesn't recognize it, it's probably not a valid image format. What image is it, with which program was it made and which floppy disk?

I start winimage, select 1.44MB disk image, then inject files into it. Save it into a file with an extension of .ima. No boot.

You didn't mention booting...
Download a bootfloppy disk image and inject files into that....
Okay, that's great. However how do I swap floppy images while setting things up inside the booted image. I don't have a floppy drive. Thanks
There was no Z:, when do I start pressing ctrl-f4?

Not sure it works with booting and floppy images. You mount all inages and when you NEED to swap you swap.
