I have an opportunity to buy a Dell manufactured desktop 486 with SB Pro 2 CT1600, but what worries me is that the soundcard has one component replaced by a wire. What component is that and what impact might its replacement produce?

L1 - inductivity coil, looks like a part of L-C filter

It looks more like a ferrite bead than a coil. Anyway a component to filter high frequency noise. It's possible you cannot hear the difference but it might not pass radiated or conducted electromagnetic interference ratings any more. Most likely not a big thing but I'd replace the wiggly multi-strand wire with either thicker single-strand jumper wire like a cutted component lead or try to find a similar looking ferrite bead as replacement.
