I found in mud the other day an ET4000/W32P (WinFast T200).
Took it home, cleaned it, check it up, and confirmed that its perfectly healthy (from what I observed) when it comes to visible damage.
I installed the exact same type of memory and pimped it up to 2MB.

When I tested it in one of my motherboards, Chicony 486 (whos keyboard port is long dead (or is it?)) , and it worked normally.
Than I tried it in the Symphony board i have (Young Vega) and it worked there as well.

But because I had some floppy trouble (the stupid board doesnt want to acknowledge my controller) I had to swap different controllers.
Than at one point the image was no longer normal, but a bunch of missing letters, weird letters and colors.
Now its pretty much down to this:

I thought it was a memory issue, so I removed the additional memory I added, yet the same thing happens.
Could this be that the main chip is dead, or maybe something else?

Now it displays POST screen, but halts at memory testing. Some times the image is with out glitches, some times some lines are missing.

Now it started displaying everything correctly and all of a sudden the computer halted. I keep hearing weird twirly noise on my CRT when the halt happens.

Could be a bad solder joint based on the intermittent nature. Do you have the tools to reflow?

My QuickWorks W32i does something like that though much more spectacular looking... As far as I know it's a dry joint on one of the memory chips.

My problem DOES halt POST and also can produce a strange kind of "sweet" sounding whistle from the CRT. Doesn't help that the CRT I use on that desk is wrecked I suppose.

I temporarily mended mine by stuffing bubble wrap in the space between it and the host adapter. As for your Chicony, if it has a seperate keyboard controller chip, maybe replacing it will fix the keyboard port.

Mine card has surface mount RAM, can i fix this by hot air reheating ?
