I'm having trouble trying to flash my PIO-3, I got either an error that the bios is not new or it says 0% and stops and tells me to restart but doesn't do anything.
What flash program should I be using? My current bios version is 1.15G105, on the bios sticker it says 486DX Award, 1.15G105E, and the Winbound chip is W83787F, on the board it has Model 486-PIO3, DOC 14840

The board probably uses an EPROM and not an EEPROM, so it's not flashable. You need an EPROM Programmer or to find an EEPROM that is compatible... I can't test for compatible ones now.

You can confirm EPROM by looking at the chip, you should be able to feel a circular quartz window in the center under the label, that means it is an EPROM and can only be erased with UV-C light and require said programmer. If you can find a compatible EEPROM you can hot-flash it in a different board.

I checked the chip it's some generic model no quartz.

scratch that your right, I couldn't feel it through the sticker, 🤣 It's got the quartz, TMS-JL 27C010A-15
So, can I upgrade this chip to a flashable one or should I get an eprom programmer?

Off the top of my head, a 29C010A (Or 29EE010) would work, or any 5V 1MBIT EEPROM with the same pinout... BUT you may not be able to flash it in the FIC as the 27C010 has a 12.5V programming voltage, both do have a 5V supply though. It may be possible to do it if you set J1 to 2-3, but this is not guaranteed and if the board tries to program the IC at the higher voltage it could be a disaster. You'd be better to hot-flash it in another board after making sure any flash jumpers are correct, socket 7 boards are good, but you have to be very careful. Otherwise grab a TL866 programmer, they weren't too expensive last time I looked, though if you take that route and decide you'd rather use the original EPROM you will also need an EPROM eraser or other source of UV-C light - black lights won't do it (Think those are UV-B), you'd need a germicidal one and they can be hard to track down as looking into them can mess up your eyes and too much exposure has negative effects on skin, which is why the eraser has a drawer that closes.
