Why call it DiskWriter.dll

in VDMS.INI:
[Wave Writer]
CLSID = DiskWriter.WaveOut
Path = DiskWriter.dll

But it doesn't work, How to use it. can you tell me? Thanks a lot!

You'd have to "chain" it to the other waveouts. Just use the latest LaunchPad (in VDMS 2.1.0), it does all that for you.
