I have an FIC PA-2013 that seems to be working as it should except that it won't save BIOS settings. The card is on a bench. I've done these things:

1. Cleared CMOS via jumper.
2. Installed fresh cell battery.
3. Cleaned contacts of battery holder.
4. Flashed to latest BIOS, JI4333
5. Cleaned pins on the southbridge (looked like some thermal paste on it)

When I turn off the computer by using the soft power off (jumper method), the BIOS settings are retained.

When I turn off the computer by using the power switch on the PSU, the BIOS settings are lost.

This seems like a hardware problem, but I'm not sure what the next step is.
