My old Packard Bell multimedia S605 has this CD-ROM drive and it is loud.
And I thought my 4x PD rom drive with a stepper motor was bad
cleaning it may reduce the sound it produces, however my 32x toshiba also makes hella of noise when its reading.
Is that really a 4x? Sounds more like... well, a 40x.
If not, maybe you need to tighten the mounting screws?
You can try some small rubber washers on the mounting screws to try and get it to calm down a bit, but yea, that's normal. I have a DVD drive in my P3 system and when you put a CD in it, it fucking takes off. It sounds like an air raid siren and with the refurbished WD400 that probably has a bearing so shot it's five days away from imploding, it becomes my loudest computer, even louder than my 2003 Dual Xeon IBM EServer 235 that was designed with sound not even considered.

It should be a lot quieter than a modern drive. The noise is mostly caused by the high-speed spinning of the disc on modern drives, old drives (below 20x) should be fairly quiet. A drive that slow should basically only be making slow spinning noises and seeking sounds.
Some of them will be noisier than others, but I don't think that kind of resonance should be there at 4X. If the drive is original to the machine, it's more likely to be a 16X-24X.
Like others have noticed... this doesn't sound like Quad speed drive. Drives only got noisy at speeds well above 8X. You might have a 40X speeder at hand. Look at the date manufactured, Quads where made around 1994/95.

I've got a 4x drive and it barely makes any sound. You have to go very very close to it to even hear that it's reading

upon looking at the drive, it was 40x, but it was scratched off. The drive is blank. 😒 Sorry.
You brought back memories of my Acer 24x drive. Never thought I'd ever miss those sounds.
I have the packard bell s618 with the 52x drive and yes they are that loud. they sound like they are trying to take off to the moon
