IBM PS/2 57SLC bad PSU?

Hi there,
I'm having a bit of a problem with a freshly recieved IBM PS/2 which doesn't turn on.
Whenever I press the power button you can hear that the PSU switches something, but the PC doesn't recieve any power and the fan moves 1-2mm at best.

Can I consider the PSU dead or is there something I'm missing?
Due to not having a VGA cable with one of the pins missing I can't connect a monitor currently. Is that required?
Internals of the PSU look good, but were a bit dusty. Fuse (worst placement ever!) checks out ok.

Turned out the PSU is bad.
Hacked up an adapter from AT -> proprietary PS/2 (Fat connector with +5V and GND and a smaller one with 12V, -12V, -5V and Power Sense) - machine works fine after setting the BIOS again.
Machine even came with Windows95 preinstalled and free end of year grade sheets of an elementary school.
