Am386DX-40 running at wrong clock

Just grabbed a bioteq pm1333/40 pmb-ch board with a 40mhz 386, but speedsys is showing me a clockspeed of 18mhz. Any thoughts on what's causing this?

Turbo is not enabled, or wrong BIOS settings (including not booting at the high speed/turbo) are the first candidates

it depends on how you configured it. i have two towers that are at max speed with turbo on.
