Well obviously the first major difference is the totally remixed music in Turbo. (which arguably sound worse in comparison to the originals...)

The 3D models for each character are pretty damn different as well.

Just look up some youtube videos if you need convincing.

New characters, new stages, new moves, so I would call it a new game. A bit like the Street Fighter range.
