I recently acquired a GF2MX400 PCI. It came with a rather minscule heatsink with a fan on top and the sound is pretty annoying.

I was wondering if it can be safely modded to use a heatsink from a GF4 Ti4200 passively or with one of the larger self adhesive chipset coolers from AliExpress. I know several GF2MX400 models were passively cooled but I dont know whether they were downclocked or stock..

There are passively cooled MX400 cards so there shouldn't be a problem. The capacitor placement on your card seems annoying. You might have to use a stock MX400 passive heatsink.
