Anyone know what this card is, and opinions on whether it’s decent?

It's a 5426 card from Genoa , it will be good coupled with a 386 setup

Sure, if you can get no VLB card! Better than having no card at all. It already has a BITBLT engine, so it should accelerate Windows at least somewhat.

It will do fairly decent with DX and DX2 486 PCs if you ask me.
