Does anyone know what the purpose is of this pink pad on the back of my ATI HD4350 AGP graphics card? I'm guessing that the IC is the PCIe-to-AGP bridge chip, but why the pink pad? I tried to peal it, thinking it might have some adhesive for attaching a heatsink, but pealing the top layer doesn't reveal any adhesive.

It looks like a thermal pad, but I'm not sure where the heatsink is.

I was able to find some used photos of this item on eBay and it also doesn't have a heatsink. https://www.ebay.com/itm/HIS-Radeon-HD-4350-H … jcAAOSwVnFbYLQY

Using my IR gun in the centre of the pink reveals 58 C. Should I be sticking another pad atop this one and affix a heatsink? Or perhaps remove the pink pad and add a new double-stick pad with heatsink?

It's a protection from mechanical hits mounted around PCIe to AGP bridge chip (located in that cut-out section).
It DOES NOT act as thermalpad in any way.
You also not going to see a heatsink for it (ever).
It's the main difference between ATI and NV AGP cards that require such chips.
NV needs a heatsink. ATIs solution can work without it.

Its just a bumper? So if I am very careful not to bang it, I can remove the pad?

Yes. Chip itself can be seen in the cut out.
However, I wouldn't be surprised if there were small capacitors and/or resistors undreneath that pink "bumper".
Better be careful while removing it.
