I must be missing something obvious

PC has been working fine with NT3.51 and post screen correctly identified the cards in the summary screen.
However installing either Win95 or Win98 it's as if the other cards don't exist.
BIOS is the latest revision and have tried with PNP OS enabled and disabled with no change.

Currently only testing with 2 PCI cards installed:
Matrox Mystique (No divers installed yet)
NIC, originally a Netgear but also testing with a Reltek 8139 Both cards com up with code 2 (no driver loaded) If I install manually

Also originally has a ISA Yamaha card but have removed this for now.
It also didn't detect Ensonic PCI64?

Manual says it's Win95 compatible and been based off a FX chipset, no drivers are needed for WIn98. I just don't get it!?
