It appears the jumper is configured for autoswitching in your photo, so according to my manual all the switches should be set to on.
The only thing those switches control is manual settings for the monitor used for multiple monitor setups. You should just close all the Dip switches and keep the jumper the way you have it set and you should be fine.

Please do as I also have one and all are "up" or "on" on my card but that should be same as what you say depending how the switch is oriented ? Thanks !

Here is the relevant 4 pages for the non-auto config settings, it doesn't have a picture for auto-config but just says if the auto-config jumper is enabled, close all the dip-switches to turn them on.
EDIT: Sorry, this is not the same card I should have realized. My card is the PEGA1A. Anyways attached is the relevant section for the PEGA1A board.

Great and Thank you ! My card is the WD AutoSwitch EGA 480 (256k PEGA2) and having the manual is so much better. The switch settings are same as my crappy little text sheet. One thing I found interesting is my card has a silkscreened EEPROM (not a UV EPROM like in pictures at vgamuseum.info. The print on it says: PARADISE 22030-C1201-C400, 1289 31. The only other picture of PEGA with silkscreened ROM is at VCFed but it is a PEGA1 based.
