I Installed vdmsound on WinXP SP1 as administrator and try to start it as a regular user now, but every time I get an error saying that a quicktip could not be found. It's not a problem with permissions because if this user is added to the administrators group, the same problem occurs. It doesn't happen if vdmsound is started as administrator.

This is a known issue.

Just log in as "the other user" , go to Control Panel, "Add/Remove Programs", find VDMSound and choose to "Repair it". This will created all the stuff that is missing for the current user.
