When testing about 30 different sticks of memory, this is the only one that had this issue. Had anyone else ever experienced this?

The memory stick is definitely 128MB. This is how it is detected by the BIOS, by Windows, and is even labeled on the stick itself.

Looks like a no-name cheapo DIMM. Maybe the SPD EEPROM contains incorrect information on its capacity.

The chips on the DIMM are 128Mb chips. Are they populated on both sides or only one?

I remember that some sticks on some boards were detected as half capacity. As dionb said, those sticks often were "two sided" sticks...

I have traveled across the universe and through the years to find Her.
Sometimes going all the way is just a start...

I'm selling some stuff!

There are chips on one side only.

What do other utilities report? I would try CPUZ and post the CPUZ save file,
