in theory, yes. in practice, no... if it's a quality switch that is.
now there are some simple switchers out there that just have a rotary switch with a bunch of bare wire running between the VGA plugs... I wouldn't expect much from those.
the old kvm should have a mechanical rotary selector, that should induce little disturbance, what do you use?
The loss depends on components' quality and signal frequency.
At 640/480 you maybe will notice nothing, at FHD you need a good quality KVM switch to keep loss acceptable.
You also need good shielded cables. Also depends if you are using analog signals (VGA) or digital ones (DVI).
