Okay, maybe it's not quite that dramatic, but check out these sites:

It seems that people are operating networks of rogue DNS servers to allow people to register and use domain names without depending on bureaucratic and/or greedy organizations, and that they have been around for years...
I found out about this by searching for "public DNS servers" in Google, which was prompted by the fact that my ISP's (Comcast) DNS servers have been flaking out on me lately.
I've since replaced my Comcast DNS entries in my WinXP TCP/IP settings with around a half-dozen server IPs from the above two sites, sorted in order of ping times. Seems to be working fine so far...
