CPU Overheat incident

I was using my Intel Celeron 433 mhz without a fan because the fan caused the computer not to work. Now I have an Intel Celeron 433 Mhz that is slightly melted. To prevent a repeat of this incident, how can I best cool my CPU? Thanks!

Just discovered my Pentium III actually works with the cooler. So now I guess my question would be how should I cool it best? Do I need thermal paste or something? Thanks!

Yes, you need a paste of some sort.
