I bought this computer with it not booting and would only boot with HDD removed otherwise would just turn off after turning it on and the Power led would blink really fast twice so I checked the voltages both on the PSU and where the HDD connects and they are fine and also will boot to basic without drive with only CMOS Battery error and Date/Time errors, I do not have a battery replacement right now so I can not replace it. Also opened it up the computer that is and cleaned all the connections with rubbing alcohol and qtip, but with the floppy drive it will turn on and then after the memory checks and then tries to read floppy immediately shuts off and the light on the floppy drive will flicker right when it does and go off?

A sudden load change on the 12V rail seems to trip the PSU due to undervoltage condition. You can check that by turning on the PSU separately from the computer and loading 5V and 12V lines.

How would you load the 5v and 12v lines because this computer does not have the separate cables it connects only to the motherboard and the HDD and Floppy or expansion cards get there power from the motherboard?

I see, well, you'd have to temporarily solder a molex cable to the back of that edge connector or PSU PCB.
