I realized that even setting the bus to 66Mhz, the PentiumII 350 (100x3.5) as well as using the multiplier blocked at 3.5 (obviously) also forces the bus to 100Mhz. It's normal?

Yes, that's normal. Pin B21 regulates bus speed. If your board doesn't offer jumper or BIOS settings to override it, you will need to mod that pin on the slot connector.
