I am trying to modify a C&T 65550 VGA BIOS to always display to CRT and flat panel.

I dumped the EEPROM and found BMP32K50.EXE tool from Advantech:

BMP32K50.EXE works fine with the files from Advantech.

When I use my BIOS file (1 MBit) I get multiple errors:
"BMP structure is 0A33h bytes long. BCF file describes 1170h bytes."

I added the file for you to reproduce the error.
Do you have any clues how to edit the BIOS file to enable CRT and flat panel output directly from boot?
