I want to run Windows 2000 on a socket FM2+ system so I needed a program to handle CPU power management, overclocking, and whatnot. So I made one.

It was tested on an Athlon X4 760K (Richland) and on an Athlon II X2 280 (Regor) on Windows 2000 with extended kernel. I think the extended kernel is necessary for the GetSystemTimes function used to infer CPU load.
The usual disclaimers apply: there is NO warranty, overclocking can make your PC burst into flames, etc.
edit (2021 May 12): program was updated! added status to the window title and tweaked 'auto' timing
