There are many possible problems:
dead motor
dead motor controller/regulator
the drive's internal controller is partially defective
PCB fault
...
If a CD drive electrically fails on me I keep better ones for spares and scrap the more generic ones. Only few drives are worth the hassle of troubleshooting and repairing imho. Sorry I can't be more helpful.

I've a drive (cr562) that won't spin up because it can't get a focus lock. As I understand it, the first thing the drive does is make sure it can get a reflection from the disk. If it can't get that then it doesn't spin up. In my case, I think the cause was the lens coming unglued, which I think is basically not fixable without equipment to focus and calibrate the read head. But, as Doornkaat said, not spinning can be caused by many things.
