AI says - In the context of AMD, BLB stands for Binary Library File.
No idea if thats accurate.
Overall, for TeraScale and TeraScale 2, the last driver before GCN release should be the best one, so Catalyst 11.12 or perhaps Catalyst 12.1. Even if these late drivers are slightly slower in some specific games for 4000 series.
Also have a go with these obscure drivers: 12.1a, which is a hotfix for RAGE, and 12.2 Preview, the last last driver before GCN support, but with added Radeon 76xx support (rebranded TeraScale 2). Seeds are still active at the moment.
I'm trying to find Vista alternatives for those, but so far no luck.

Seems like WHQL versions of 12.2 and 12.3 specifically for Windows XP had no GCN support. It was added in 12.4. So maybe those are also worth checking.

Another interesting observation. Techpowerup did testing during TeraScale 2 days and TeraScale 1 had some major performance regressions in some games around Catalyst 9.4-9.12: https://www.techpowerup.com/review/amd-cataly … 12-performance/
